The HRH Technical Advisor will be responsible for improving leadership and management of Human Resources for Health. The Advisor develops and oversees technical approaches for improving workforce performance and support systems, ensuring quality and performance standards and building and maintaining partnerships to ensure sustainability and transfer to government counterparts. S/he will contribute to and actively participate in the development and implementation of HRH policies, strategies and work plans in fulfillment of the overall project goal to improve functioning of the health systems and improve sustainable service delivery impact of the essential health package in Malawi through strengthened policies, management, leadership, supervision, fiscal responsibility and monitoring capacities of the MOH.

ESSENTIAL FUNCTIONS
The HRH Technical Advisor is responsible for activities related to the following objectives:
• Support the MOH in the development of the Human Resources Management Information System and rolling out to district level.
• Contribute to the development and implementation of comprehensive and effective HRH policies and strategies with the MOH and use them to strengthen HRH performance and support systems as well as to assist government counterparts to scale-up promising practices for improving worker retention, worker productivity, and work-climate.
• Facilitate the design, development, implementation, monitoring, and technical quality of workforce performance and support activities, processes and products.
• Enhance the capacity of HR managers at all levels to improve decision making for staff recruitment, deployment, performance assessment and retention.
• Develop and facilitate USG supported training to HR managers at central level in effective Human Resource Management.
• Partner with MOH staff to support all types of cadres of health workers, taking into consideration cross-cutting issues such as gender-related approaches and best practices.
• Support the central level HR department to develop planning tools to inform the training needs of different cadres of health professionals.
• Improve coordination of in service trainings at the district and zonal levels to reduce duplication efforts and improve availability of service providers at service delivery posts.
• Build capacity in government counterparts, institutions and entities to adapt and apply the workforce performance and support methodologies and systems to meet their HRH challenges.

EDUCATION/EXPERIENCE REQUIREMENTS
• Education – Advanced degree in human resources, health systems or a related field
• Minimum 8 years of relevant professional experience
• Extensive experience identifying, adapting and guiding the use of tools and approaches that facilitate health systems operations
• Extensive experience developing and delivering targeted training and technical assistance
• Technical knowledge and understanding of programs related to HIV/AIDS, Malaria, MCNH, FP and Nutrition a plus
• Experience working with USAID projects a plus
• Substantial experience living and working in developing countries
• Excellent written and spoken English
• Excellent interpersonal and oral presentation skills
